   What Is Bullying? Minimize

What is bullying? These are the choices on the MSDE Bullying/Harrassment Report form:

  • Hitting, kicking, shoving, spitting, hair pulling, or throwing something
  • Getting another person to hit or harm the student
  • Teasing, name-calling, making critical remarks, or threatening, in person or by other means
  • Demeaning and making the victim of jokes
  • Making rude and/or threatening gestures
  • Excluding or rejecting the student
  • Intimidating (bullying), extorting, or exploiting
  • Spreading harmful rumors or gossip

   What You Can Do About Bullying Minimize

1.  Report a bullying/harrassment incident:  "How To Report Bullying"

2.  Get MCPS to start an anti-bullying program: 

MCPS can look at Frederick County and Somerset County for successful programs.  Both Frederick County and Somerset County have implemented system-wide and school-wide programs on bullying awareness and prevention.  The MSDE annual report notes that low incidence reporting (only 66 reports for MCPS) is most likely due to lack of knowledge about the Act and reporting process!  See references for schools and parents to get this going!

BOE member Chris Barclay expressed concern about bullying of special education children at a Board of Education meeting.  Give him a call and ask him to prod MCPS into developing an anti-bullying program in the schools.

Summary:

  • No resources in the Office of Organizational Development budget specifically for training general education teachers on strategies for dealing with bullying
  • Elementary Leadership Program and the Secondary Leadership Program include training for administrators on maintaining a safe school climate
  • Department of Transportation’s Ride by the Rules Campaign...raising the awareness of students, parents, school staff and transportation staff about the need for good conduct while in transit to and from schools

In other words....no official MCPS anti-bullying program.
