CANDIDATES FOR BOARD OF EDUCATION
FORUM ON SPECIAL EDUCATION

Five candidates are vying for three Montgomery County Board of Education (BOE) positions in the November 4 election. All have been invited to submit answers to a questionnaire and participate in the forum, addressing the status of special education in Montgomery County Public Schools.

Each candidate will give a brief statement, dialogue with other candidates, answer questions from the audience, and give concluding statements.

   MCneeds Reform Agenda Minimize
  1. Ethics & Accountability – There shall be open and honest communication with accountability at all levels.
  2. Reverse Policy of Meeting Minimal Standards – MCPS shall reverse its policy of providing the minimum required by law rather than a world class education.
  3. Quality Control – MCPS shall create and implement clear, consistent and measured actions to maintain the highest standards for students with disabilities in every school.
  4. IEP Process – MCPS shall improve the IEP development and implementation process.
  5. Budget – There shall be greater public involvement in the budget development and financial decision making process, before the plans are finalized.
  6. Class Size Guidelines – There shall be direct public involvement in the development of class size ratios and related service caseloads used to manage the allocation of resources.
  7. Disclosure – MCPS shall disclose available programs (including name, location, and description), related and supplementary services, accommodations, identification parameters, and placement criteria with a listing of all potentially available services, both public and private.
  8. Qualifications – All persons working with a student with special needs shall have the skills and qualifications necessary to effectively implement each child’s IEP.
  9. Training – Effectiveness of training and staff development shall be tracked, objectively measured, and designed to effectively implement individual student IEPs.
  10. Legal Issues – MCPS shall litigate fairly with the goal focused on the best interest of the child.
